The Department of Citywide Administration Services found that correction officers in the Transportation Division engaged in a strike on November 18, 2013, when they refused to transport incarcerated individuals to court and medical facilities on the day that fellow correction officers Kevin Gilkes and Louis Pinto were on trial for use of excessive force.
