BOC is going to discuss and vote on the Final Rules to address the plague of sexual abuse in DOC at its Public Meeting on November 15, 2016 at 9 a.m. at 125 Worth Street.  We urge people to come, both to show their support that these Rules are finally being adopted, and because they have accepted many of JAC’s proposals to strengthen them.  At the same time, people may want to speak out about some of the gaps still in the Rules.  For example, despite BOC’s acknowledgement that only 5 out of 294 allegations of staff on inmate sexual abuse were substantiated between 2013-2015, the proposed Final Rules contain no provision for consideration of enhanced monitoring of staff who return to duty following one—or even many—allegations of abuse.  However, because we believe it critically important that the measures provided by the Rules take effect, we believe they are an important first step and should be enacted.
